自動車（じどうしゃ）

Throughout this Act, both a motor vehicle as defined in Article 2, paragraph (1), item (ix) of the Road Traffic Act — a vehicle that runs on an engine or motor without rails or overhead wires, or one performing specified automated operation (特定自動運行), other than motorized bicycles, light vehicles (軽車両) and the other small vehicles that item leaves out — and a motorized bicycle (原動機付自転車) as defined in item (x) of that paragraph.

道路交通法（昭和三十五年法律第百五号）第二条第一項第九号に規定する自動車及び同項第十号に規定する原動機付自転車（次条第四号イにおいて単に「原動機付自転車」という。）

無免許運転（むめんきょうんてん）

Driving on a road a motor vehicle (自動車) that only the holder of a driver's license (運転免許), or a person whom Article 107-2 of the Road Traffic Act lets drive on an international driving permit (国際運転免許証) or foreign driver's license (外国運転免許証), may drive, either without the license (including while it is suspended) or without holding that permit or foreign license; the latter includes driving on one by a person whom Article 88, paragraph (1), items (ii) to (iv) of the Road Traffic Act excludes from being granted a license, such as one whose license is suspended or was cancelled or who is banned from driving, and driving on one more than one year after the day of landing (上陸) in Japan, where a return within three months does not count as a landing for a person recorded in the resident register (住民基本台帳) who left with a confirmation of departure (出国の確認), a re-entry permit (再入国の許可), including one treated as granted on leaving, or a refugee travel document (難民旅行証明書); "road" is as Article 2, paragraph (1), item (i) of the Road Traffic Act defines it, which also covers other places used for general traffic.

法令の規定による運転の免許を受けている者又は道路交通法第百七条の二の規定により国際運転免許証若しくは外国運転免許証で運転することができるとされている者でなければ運転することができないこととされている自動車を当該免許を受けないで（法令の規定により当該免許の効力が停止されている場合を含む。）又は当該国際運転免許証若しくは外国運転免許証を所持しないで（同法第八十八条第一項第二号から第四号までのいずれかに該当する場合又は本邦に上陸（住民基本台帳法（昭和四十二年法律第八十一号）に基づき住民基本台帳に記録されている者が出入国管理及び難民認定法（昭和二十六年政令第三百十九号）第六十条第一項の規定による出国の確認、同法第二十六条第一項の規定による再入国の許可（同法第二十六条の二第一項（日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法（平成三年法律第七十一号）第二十三条第二項において準用する場合を含む。）の規定により出入国管理及び難民認定法第二十六条第一項の規定による再入国の許可を受けたものとみなされる場合を含む。）又は出入国管理及び難民認定法第六十一条の二の十五第一項の規定による難民旅行証明書の交付を受けて出国し、当該出国の日から三月に満たない期間内に再び本邦に上陸した場合における当該上陸を除く。）をした日から起算して滞在期間が一年を超えている場合を含む。）、道路（道路交通法第二条第一項第一号に規定する道路をいう。）において、運転すること

原動機付自転車（げんどうきつきじてんしゃ）

In Article 2, paragraph (1), item (iv)(a), a motorized bicycle as defined in Article 2, paragraph (1), item (x) of the Road Traffic Act: a vehicle that runs on an engine or motor without rails or overhead wires and either has an engine or motor no larger in total displacement or rated output than a Cabinet Office Order (内閣府令) sets, or meets a Cabinet Office Order's standard for a vehicle whose size and structure will not obstruct other vehicles on a bicycle path and which needs no great skill to drive, light vehicles (軽車両), small mobility vehicles (移動用小型車), vehicles for persons with physical disabilities, remote-controlled small vehicles (遠隔操作型小型車) and walking-aid vehicles (歩行補助車等) excluded.

アルコール影響正常運転困難状態（あるこーるえいきょうせいじょううんてんこんなんじょうたい）

In Article 2, paragraph (1), item (i) and Article 3, paragraph (1), the state of having 1.0 milligrams or more of alcohol per millilitre of blood or 0.5 milligrams or more per litre of breath in the body, or any other state in which the influence of alcohol makes it difficult to drive normally.

身体に血液一ミリリットルにつき一・〇ミリグラム以上又は呼気一リットルにつき〇・五ミリグラム以上のアルコールを保有する状態その他アルコールの影響により正常な運転が困難な状態

In Article 2, paragraph (1), item (ii) and Article 3, paragraph (1), a state in which the influence of drugs makes it difficult to drive normally.

最高速度（さいこうそくど）

In Article 2, paragraph (1), item (iv), the speed a vehicle must not exceed under Article 22, paragraph (1) of the Road Traffic Act — the maximum speed that road signs or road markings designate for the road, or on other roads the maximum speed a Cabinet Order (政令) sets; when the vehicle driven is a motorized bicycle (原動機付自転車), it is instead the maximum speed for an ordinary motorcycle (普通自動二輪車), one of the classes of motor vehicle in Article 3 of the Road Traffic Act.

道路交通法第二十二条第一項の規定によりこれを超える速度で進行してはならないこととされている最高速度（原動機付自転車を運転する場合にあっては、同法第三条に規定する普通自動二輪車の最高速度）
