Except in cases specified by Cabinet Office Order, a foreign bank branch office must obtain the authorization by the Prime Minister pursuant to the provisions of Cabinet Office Order when it seeks to establish a secondary foreign bank branch office, change the type of the branch office, or close the branch office.
