Supplementary Provisions, Article 2Principle concerning Transitional Measures
第二条（経過措置に関する原則）
Except as otherwise provided for in these Supplementary Provisions, the provisions as amended by this Act also apply to matters that arose before this Act comes into effect; provided, however, that this does not preclude the effect that has arisen under the provisions prior to amendment by this Act.
この法律による改正後の規定は、この附則に特別の定めがある場合を除き、この法律の施行前に生じた事項にも適用する。ただし、この法律による改正前の規定により生じた効力を妨げない。
