Article 2Effective Date of Law
第二条(法律の施行期日)
A law comes into effect after the expiration of twenty days following the date of its promulgation; provided, however, that if a different effective date is provided by law, the provisions prevail.
法律は、公布の日から起算して二十日を経過した日から施行する。ただし、法律でこれと異なる施行期日を定めたときは、その定めによる。
Article 3Customs Having the Same Effect as Laws
第三条(法律と同一の効力を有する慣習)
Customs which are not against public policy have the same effect as laws, to the extent that they are authorized by the provisions of laws and regulations, or they relate to matters not provided for in laws and regulations.
公の秩序又は善良の風俗に反しない慣習は、法令の規定により認められたもの又は法令に規定されていない事項に関するものに限り、法律と同一の効力を有する。
