Upon the filing of an action relating to an original administrative disposition or administrative determination that confirms or creates a legal relationship between parties, wherein either party to the legal relationship stands as a defendant pursuant to the provisions of laws and regulations, the court is to give notice to the administrative authority that has made that original administrative disposition or administrative determination to that effect.
