This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding three years from the date of promulgation; provided, however, that the provisions of Article 1 and the following paragraph, the following Article, and Articles 8 and 9 of the Supplementary Provisions come into effect as of the date of promulgation, and the provisions of Articles 10 and 11 of the Supplementary Provisions come into effect as of the day following the date on which this Act comes into effect.
