The founder of a specialized training college must notify the prefectural board of education for specialized training colleges established by municipalities, and the prefectural governor for private specialized training colleges when intending to change the name, location or code of the school of the established specialized training college, or when falling under other cases prescribed by Cabinet Order, except specialized training colleges established by the national government or prefectures (this includes public university corporations established independently by prefectures or in cooperation with other local governments).
国又は都道府県（都道府県が単独で又は他の地方公共団体と共同して設立する公立大学法人を含む。）が設置する専修学校を除くほか、専修学校の設置者は、その設置する専修学校の名称、位置又は学則を変更しようとするときその他政令で定める場合に該当するときは、市町村の設置する専修学校にあつては都道府県の教育委員会に、私立の専修学校にあつては都道府県知事に届け出なければならない。
