In applying Article 43, paragraph (2) and Article 54, paragraph (3) of the New Act, during the period until the date on which five years have elapsed from the date on which this Act comes into effect, the phrase "is to be set based on" in those provisions is deemed to be replaced with "based on", and the phrase "the changes in that percentage" is deemed to be replaced with "the employment situation of qualifying disabled persons and other circumstances".
