Supplementary Provisions, Article 11Services of the Organization Pertaining to Sickbed Conversion Promotion Services

第十一条（病床転換助成事業に係る機構の業務）

In addition to the services listed in Article 139, paragraph (1), the Organization carries out the services of collecting bed conversion support payment, etc. from Insurers and granting bed conversion subsidies to prefectures, and services incidental thereto.

機構は、第百三十九条第一項に掲げる業務のほか、保険者から病床転換支援金等を徴収し、都道府県に対し病床転換助成交付金を交付する業務及びこれに附帯する業務を行う。

The provisions of Chapter V (excluding Article 139, paragraph (1), Article 140 and Article 142, paragraph (2)), Article 168, paragraph (1) (excluding item (i) of that paragraph) and paragraph (2), and Article 170, paragraph (1) apply mutatis mutandis to the services of the Organization pertaining to sickbed conversion promotion services. In this case, the necessary technical replacement of terms is specified by Cabinet Order.

第五章（第百三十九条第一項、第百四十条及び第百四十二条第二項を除く。）、第百六十八条第一項（同項第一号を除く。）及び第二項並びに第百七十条第一項の規定は、病床転換助成事業に係る機構の業務について準用する。この場合において、必要な技術的読替えは、政令で定める。

In this Act, the bodies that provide medical care benefits under the Medical Insurance Acts (医療保険各法): the Japan Health Insurance Association (全国健康保険協会), health insurance societies (健康保険組合), prefectures (都道府県) and municipalities (市町村), National Health Insurance Societies (国民健康保険組合), mutual aid associations (共済組合) and the Promotion and Mutual Aid Corporation for Private Schools of Japan (日本私立学校振興・共済事業団).

The Medical Information Infrastructure and Medical Fee Examination and Payment Organization (医療情報基盤・診療報酬審査支払機構), set up under Act No. 129 of 1948; under this Act it collects the young-old payments, etc. (前期高齢者納付金等) and the aid for the old-old, etc. (後期高齢者支援金等) from insurers and pays grants, among other work (Article 139).

sickbed conversion promotion services
病床転換助成事業（びょうしょうてんかんじょせいじぎょう）
The sickbed conversion promotion services each prefecture is to run, until a date a Cabinet Order (政令) sets, to promote the optimization of medical expenses (医療費適正化) in the prefecture: subsidizing a hospital or clinic covered by health insurance, set up by a medical corporation (医療法人) or another person a Ministry of Health, Labour and Welfare Order (厚生労働省令) names, for the cost of converting beds — cutting beds of kinds the Order names among those listed in Article 7, paragraph (2) of the Medical Care Act and, within that number, adding places in a newly built or enlarged long-term care medical facility (介護医療院) under Article 8, paragraph (29) of the Long-Term Care Insurance Act or another facility the Order names.

病床転換支援金等（びょうしょうてんかんしえんきんとう）
The bed conversion support payment (病床転換支援金) and the contribution toward the administrative costs of bed conversion grants (病床転換助成関係事務費拠出金) that the Medical Information Infrastructure and Medical Fee Examination and Payment Organization (機構) collects each fiscal year from insurers — for national health insurance, the prefectures — to pay for its work under Article 11, paragraph (1) of the supplementary provisions (附則): collecting them and paying prefectures bed conversion grants (病床転換助成交付金).
