Article 22Affairs of Municipalities in the Case Where an Application under Article 27, Paragraph (1) of the Supplementary Provisions of the Amending Act Is Made, etc.
第二十二条（改正法附則第二十七条第一項の申請があった場合等の市町村の事務）
When there has been an application under Article 27, paragraph (1) of the Supplementary Provisions of the amending Act (excluding an application that is deemed, pursuant to paragraph (4) of that Article, to be an application under paragraph (1) of that Article), the mayor of a municipality is, as provided by Ministry of Justice Order, to make copies of the documents presented upon that application by the special permanent resident (meaning a special permanent resident prescribed in the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan (Act No. 71 of 1991; hereinafter referred to as the "Special Act"); the same applies hereinafter) and send those copies to the Minister of Justice.
市町村の長は、改正法附則第二十七条第一項の規定による申請（同条第四項の規定により同条第一項の規定による申請とみなされるものを除く。）があったときは、法務省令で定めるところにより、当該申請に当たって特別永住者（日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法（平成三年法律第七十一号。以下「特例法」という。）に定める特別永住者をいう。以下同じ。）から提示された書類の写しを作成し、当該写しを法務大臣に送付するものとする。
When the mayor of a municipality receives from a special permanent resident an application that is deemed, pursuant to Article 27, paragraph (4) of the Supplementary Provisions of the amending Act, to be an application under paragraph (1) of that Article, the mayor is to make copies of the passport submitted by that special permanent resident and of the written application for issuance of an alien registration certificate relating to an application under Article 6, paragraph (1) or Article 6-2, paragraph (1) or (2) of the former Alien Registration Act, or of the written application for confirmation of registered particulars relating to an application under Article 11, paragraph (1) of the former Alien Registration Act, and send those copies and one of the two photographs submitted by that special permanent resident to the Minister of Justice.
市町村の長は、特別永住者から改正法附則第二十七条第四項の規定により同条第一項の規定による申請とみなされる申請があったときは、当該特別永住者から提出された旅券及び旧外国人登録法第六条第一項若しくは第六条の二第一項若しくは第二項の規定による申請に係る外国人登録証明書交付申請書又は旧外国人登録法第十一条第一項の規定による申請に係る登録事項確認申請書の写しを作成し、当該写し及び当該特別永住者から提出された写真二葉のうちの一葉を法務大臣に送付するものとする。
After an application prescribed in the preceding paragraph has been made, if the special permanent resident who made that application makes an application under Article 8, paragraph (1) or (2) of the former Alien Registration Act, the mayor of the municipality is to make a copy of the written application for registration of changes pertaining to that application and send the copy to the Minister of Justice.
After an application prescribed in paragraph (2) has been made, if the mayor of the municipality has made a registration under Article 10, paragraph (1) of the former Alien Registration Act, the mayor is to notify the Minister of Justice to that effect.
市町村の長は、第二項に規定する申請があった後に、旧外国人登録法第十条第一項の規定による登録をしたときは、その旨を法務大臣に通知するものとする。
The provisions of Article 1 of the Order for Enforcement of the Special Act on the Immigration Control of, Inter Alia, Those Who Have Lost Japanese Nationality Pursuant to the Treaty of Peace with Japan (Cabinet Order No. 420 of 2011; hereinafter referred to as the "Order for Enforcement of the Special Act") apply mutatis mutandis to the case where a special permanent resident certificate (meaning the special permanent resident certificate prescribed in Article 7, paragraph (1) of the Special Act; the same applies hereinafter) is issued pursuant to Article 27, paragraph (5) of the Supplementary Provisions of the amending Act, and the provisions of Article 2 of the Order for Enforcement of the Special Act apply mutatis mutandis to the case where a special permanent resident certificate has been issued pursuant to Article 27, paragraph (5) of the Supplementary Provisions of the amending Act, respectively.
日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法施行令（平成二十三年政令第四百二十号。以下「特例法施行令」という。）第一条の規定は改正法附則第二十七条第五項の規定により特別永住者証明書（特例法第七条第一項に規定する特別永住者証明書をいう。以下同じ。）を交付する場合に、特例法施行令第二条の規定は改正法附則第二十七条第五項の規定により特別永住者証明書を交付した場合に、それぞれ準用する。
