Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Ministerial Order comes into effect as of April 26, 2024.
この省令は、令和六年四月二十六日から施行する。

第二条（経過措置）
Until the day on which one year has elapsed from the date on which this Ministerial Order comes into effect (hereinafter referred to as the "Effective Date"), the phrase "Japanese language education for 1 year or more" in item (v) of the right-hand column of the entry for the activities listed in the right-hand column under "Student" of the Appended Table I (4) of the Act (hereinafter referred to as "student activities") in the Ministerial Order to Provide for Criteria Pursuant to Article 7, Paragraph (1), Item (ii) of the Immigration Control and Refugee Recognition Act as amended by this Ministerial Order (hereinafter referred to as the "New Ministerial Order") is deemed to be replaced with "Japanese language education for 6 months or more".
この省令の施行の日（以下「施行日」という。）から起算して一年を経過する日までの間は、この省令による改正後の出入国管理及び難民認定法第七条第一項第二号の基準を定める省令（以下「新省令」という。）の法別表第一の四の表の留学の項の下欄に掲げる活動（以下「留学活動」という。）の項の下欄第五号の規定中「一年以上の日本語教育」とあるのは「六か月以上の日本語教育」と読み替えるものとする。

第三条
In the case where a person who has filed the application under Article 6, paragraph (2) of the Immigration Control and Refugee Recognition Act (hereinafter referred to as the "Act") or an application for the issuance of a certificate of eligibility under Article 7-2, paragraph (1) of the Act (hereinafter referred to as the "applicant") seeks to enter a university or an equivalent educational institution, or a technical college (hereinafter referred to as a "university, etc.") as a research student or an audit student who is to exclusively attend courses to receive education, in order to exclusively receive Japanese language education (meaning the Japanese language education prescribed in Article 1 of the Act on the Accreditation, etc. of Japanese Language Educational Institutions to Ensure the Proper and Reliable Provision of Japanese Language Education (Act No. 41 of 2023)), and that university, etc. accepted, during the period from one year before the Effective Date to the day before the Effective Date, foreign nationals residing with the status of residence of "Student" in Appended Table I (4) of the Act who exclusively receive instruction in the Japanese language, the provisions of item (iii) of the right-hand column of the entry for student activities in the New Ministerial Order apply to that application during the period from the Effective Date to March 31, 2029, with the phrase "falls under item (i), sub-item (a) or (b)" in that item deemed to be replaced with "falls under any of item (i), sub-items (a) through (c)".
出入国管理及び難民認定法（以下「法」という。）第六条第二項の申請又は法第七条の二第一項の在留資格認定証明書の交付の申請を行った者（以下「申請人」という。）が、専ら聴講による教育を受ける研究生又は聴講生として大学若しくはこれに準ずる機関又は高等専門学校（以下「大学等」という。）に入学して専ら日本語教育（日本語教育の適正かつ確実な実施を図るための日本語教育機関の認定等に関する法律（令和五年法律第四十一号）第一条に規定する日本語教育をいう。）を受けようとする場合において、当該大学等が、施行日の一年前から施行日の前日までの間に、法別表第一の四の表の留学の在留資格をもって在留する外国人であって専ら日本語の教育を受けるものを受け入れていたものであるときは、施行日から令和十一年三月三十一日までの間は、当該申請については、新省令の留学活動の項の下欄第三号中「第一号イ又はロに該当し」とあるのは「第一号イからハまでのいずれかに該当し」と読み替えて、同号の規定を適用する。

第四条
In the case where the applicant seeks to enter a university, etc. to exclusively receive Japanese language education (excluding cases in which the applicant seeks to exclusively study at a night school or through education by correspondence), and that university, etc. accepted, during the period from one year before the Effective Date to the day before the Effective Date, foreign nationals residing with the status of residence of "Student" in Appended Table I (4) of the Act who exclusively receive instruction in the Japanese language, the provisions of item (vi) of the right-hand column of the entry for student activities in the New Ministerial Order do not apply to that application during the period from the Effective Date to March 31, 2029.
