第七条
The amount of the fixed medical expense contribution for each fiscal year from fiscal year 1987 through fiscal year 1989 is, notwithstanding Article 56, paragraph (1) of the New Elderly Health Act, to be an amount equivalent to 7/10 of the sum total of the amounts set forth in the following items.
昭和六十二年度から昭和六十四年度までの各年度の確定医療費拠出金の額は、新老健法第五十六条第一項の規定にかかわらず、次の各号に掲げる額の合計額の十分の七に相当する額とする。
the amount obtained by multiplying by 10 percent the amount of expenses required for medical care (including payment of medical expenses), the payment of specified medical expenses (including payment of medical expenses) and the payment of medical expenses for health care facilities for the elderly to participants, etc. aged 70 or older pertaining to the Insurer concerned, which a municipality bore in the relevant fiscal year (referred to as "elderly medical expenses" in the following item);
the amount obtained by multiplying the amount equivalent to 90 percent of the elderly medical expenses (excluding, for an Insurer for which the rate obtained by dividing the amount calculated as specified by Ministry of Health and Welfare Order as the elderly medical expenses per participant, etc. aged 70 or older pertaining to the Insurer in the relevant fiscal year by the amount calculated as specified by Ministry of Health and Welfare Order as the average of the elderly medical expenses per participant, etc. aged 70 or older pertaining to all Insurers in the relevant fiscal year (hereinafter in this item referred to as the "average elderly medical expenses per person") exceeds the rate specified by the Cabinet Order referred to in item (ii) of paragraph (1) of the preceding Article, the amount calculated as specified by Ministry of Health and Welfare Order as the portion exceeding the amount obtained by multiplying the average elderly medical expenses per person by that rate specified by Cabinet Order (referred to as "medical expenses outside adjustment" in the following item)) by the fixed participant adjustment rate under Article 56, paragraph (2) of the New Elderly Health Act for the relevant fiscal year;
老人医療費額（当該各年度における当該保険者に係る七十歳以上の加入者等一人当たりの老人医療費額として厚生省令で定めるところにより算定される額を当該各年度におけるすべての保険者に係る七十歳以上の加入者等一人当たりの老人医療費額の平均額として厚生省令で定めるところにより算定される額（以下この号において「平均一人当たり老人医療費額」という。）で除して得た率が、前条第一項第二号の政令で定める率を超える保険者にあつては、平均一人当たり老人医療費額に当該政令で定める率を乗じて得た額を超える部分として厚生省令で定めるところにより算定される額（次号において「調整対象外医療費額」という。）を除く。）の百分の九十に相当する額に当該各年度に係る新老健法第五十六条第二項の確定加入者調整率を乗じて得た額
the amount obtained by multiplying the medical expenses outside adjustment pertaining to the Insurer concerned by 90 percent.
