Supplementary Provisions, Article 30

①The amount of the young-old subsidy for a prefecture for fiscal year 2018 is, notwithstanding Article 33, paragraph (1) of the Act on Assurance of Medical Care for Elderly People, the amount of the estimated young-old subsidy for that fiscal year (hereinafter referred to in this paragraph as the "fiscal 2018 prefectural estimated young-old subsidy amount"); provided, however, that if the sum total of the amounts of the estimated young-old subsidies for the municipalities within the area of that prefecture for fiscal year 2016 (hereinafter referred to in this paragraph as the "total fiscal 2016 estimated young-old subsidies of municipalities in the area") exceeds the sum total of the amounts of the fixed young-old subsidies for the municipalities within the area of that prefecture for that fiscal year (meaning the amount that would be calculated pursuant to the provisions of Article 35, paragraph (1) of the item (iii) Pre-amendment Elderly Medical Care Assurance Act if those provisions were applied to the municipality concerned) (hereinafter referred to in this paragraph as the "total fiscal 2016 fixed young-old subsidies of municipalities in the area"), the amount is to be the amount obtained by deducting from the fiscal 2018 prefectural estimated young-old subsidy amount the sum total of the excess amount and the Young-Old Subsidy Adjustment Amount pertaining to the excess amount (meaning the Young-Old Subsidy Adjustment Amount prescribed in Article 33, paragraph (1) of the Act on Assurance of Medical Care for Elderly People; the same applies hereinafter in this paragraph and paragraph (1) of the following Article), and if the total fiscal 2016 estimated young-old subsidies of municipalities in the area is less than the total fiscal 2016 fixed young-old subsidies of municipalities in the area, the amount is to be the amount obtained by adding to the fiscal 2018 prefectural estimated young-old subsidy amount the sum total of the shortfall amount and the Young-Old Subsidy Adjustment Amount pertaining to the shortfall amount.

②The amount of the young-old payment for a prefecture for fiscal year 2018 is, notwithstanding Article 37, paragraph (1) of the Act on Assurance of Medical Care for Elderly People, the amount of the estimated young-old payment for that fiscal year (hereinafter referred to in this paragraph as the "fiscal 2018 prefectural estimated young-old payment amount"); provided, however, that if the sum total of the amounts of the estimated young-old payments for the municipalities within the area of that prefecture for fiscal year 2016 (hereinafter referred to in this paragraph as the "total fiscal 2016 estimated young-old payments of municipalities in the area") exceeds the sum total of the amounts of the fixed young-old payments for the municipalities within the area of that prefecture for that fiscal year (meaning the amount that would be calculated pursuant to the provisions of Article 39, paragraph (1) of the item (iii) Pre-amendment Elderly Medical Care Assurance Act if those provisions were applied to the municipality concerned) (hereinafter referred to in this paragraph as the "total fiscal 2016 fixed young-old payments of municipalities in the area"), the amount is to be the amount obtained by deducting from the fiscal 2018 prefectural estimated young-old payment amount the sum total of the excess amount and the Young-Old Payment Adjustment Amount pertaining to the excess amount (meaning the Young-Old Payment Adjustment Amount prescribed in Article 37, paragraph (1) of the Act on Assurance of Medical Care for Elderly People; the same applies hereinafter in this paragraph and paragraph (2) of the following Article), and if the total fiscal 2016 estimated young-old payments of municipalities in the area is less than the total fiscal 2016 fixed young-old payments of municipalities in the area, the amount is to be the amount obtained by adding to the fiscal 2018 prefectural estimated young-old payment amount the sum total of the shortfall amount and the Young-Old Payment Adjustment Amount pertaining to the shortfall amount.

③The amount of the aid for the old-old for a prefecture for fiscal year 2018 is, notwithstanding Article 119, paragraph (1) of the Act on Assurance of Medical Care for Elderly People, the amount of the estimated aid for the old-old for that fiscal year (hereinafter referred to in this paragraph as the "fiscal 2018 prefectural estimated old-old aid amount"); provided, however, that if the sum total of the amounts of the estimated aid for the old-old for the municipalities within the area of that prefecture for fiscal year 2016 (hereinafter referred to in this paragraph as the "total fiscal 2016 estimated old-old aid of municipalities in the area") exceeds the sum total of the amounts of the fixed aid for the old-old for the municipalities within the area of that prefecture for that fiscal year (meaning the amount that would be calculated pursuant to the provisions of Article 121, paragraph (1) of the item (iii) Pre-amendment Elderly Medical Care Assurance Act if those provisions were applied to the municipality concerned) (hereinafter referred to in this paragraph as the "total fiscal 2016 fixed old-old aid of municipalities in the area"), the amount is to be the amount obtained by deducting from the fiscal 2018 prefectural estimated old-old aid amount the sum total of the excess amount and the old-old aid adjustment amount pertaining to the excess amount (meaning the old-old aid adjustment amount prescribed in Article 119, paragraph (1) of the Act on Assurance of Medical Care for Elderly People; the same applies hereinafter in this paragraph and paragraph (3) of the following Article), and if the total fiscal 2016 estimated old-old aid of municipalities in the area is less than the total fiscal 2016 fixed old-old aid of municipalities in the area, the amount is to be the amount obtained by adding to the fiscal 2018 prefectural estimated old-old aid amount the sum total of the shortfall amount and the old-old aid adjustment amount pertaining to the shortfall amount.
