Article 4Period of Validity of Deemed Individual Number Cards for Specified Residence Cards
第四条（特定在留カードに係るみなし個人番号カードの有効期間）
The period of validity of the Individual Number Card in the case where, for a specified residence card, it is deemed pursuant to Article 18-5, paragraph (9) of the Number Use Act to be an Individual Number Card issued pursuant to Article 17, paragraph (1) of the Number Use Act (referred to as the "deemed Individual Number Card" in the following paragraph) is the same as the period of validity of that specified residence card (excluding the period prescribed in Article 19-15-3, paragraph (2) of the Act and the period until the end of the period during which the person may remain in Japan pursuant to Article 20, paragraph (6) of the Act (including as applied mutatis mutandis pursuant to Article 21, paragraph (4) of the Act; the same applies in the following paragraph)).
特定在留カードに係る番号利用法第十八条の五第九項の規定により番号利用法第十七条第一項の規定により交付された個人番号カードとみなされた場合における当該個人番号カード（次項において「みなし個人番号カード」という。）の有効期間は、当該特定在留カードの有効期間（法第十九条の十五の三第二項に規定する期間及び法第二十条第六項（法第二十一条第四項において準用する場合を含む。次項において同じ。）の規定により在留することができる期間の終了の時までの期間を除く。）と同一とする。
Notwithstanding the preceding paragraph, a mid- to long-term resident who has been issued a specified residence card may, in a case falling under any of the following items, present that specified residence card to the mayor of the municipality of domicile (in the case of a designated city under Article 252-19, paragraph (1) of the Local Autonomy Act (Act No. 67 of 1947), to the mayor of the city of domicile (meaning the mayor of the city that maintains the Residential Basic Book in which the mid- to long-term resident is recorded), via the ward mayor of the ward of domicile (meaning the ward mayor who prepared the Residential Basic Book in which the mid- to long-term resident is recorded)) and request that the period of validity of the deemed Individual Number Card for that specified residence card be the period specified in the relevant item.
前項の規定にかかわらず、特定在留カードの交付を受けた中長期在留者は、次の各号に掲げる場合に該当する場合には、住所地市町村長に対し（地方自治法（昭和二十二年法律第六十七号）第二百五十二条の十九第一項の指定都市の場合にあっては、住所地区長（当該中長期在留者が記録されている住民基本台帳を作成した区長をいう。）を経由して住所地市長（当該中長期在留者が記録されている住民基本台帳を備える市の市長をいう。）に対し）、当該特定在留カードを提示して、当該特定在留カードに係るみなし個人番号カードの有効期間について、当該各号に定める期間とすることを求めることができる。
Where an application under Article 19-15-2, paragraph (1) of the Act (limited to one relating to an application under Article 19-11, paragraph (1) of the Act) has been made and a new specified residence card has not been issued by the time the expiry date of the period of validity of that specified residence card has passed:the period prescribed in Article 19-15-3, paragraph (2) of the Act
