第四条（基本方針等に関する準備行為）
The government may, even before the effective date, in the same manner as under the provisions of Article 7, paragraphs (1) through (5) of the Act on Proper Implementation of Employment for Skill Development and Protection of Skill Development Employees (Act No. 89 of 2016) as amended by the provisions of Article 2 (hereinafter referred to as "This Act as Amended by Act No. 60 of 2024"), establish and publish the basic policy prescribed in paragraph (1) of that Article (hereinafter referred to as the "basic policy" in this Article). In this case, the basic policy so established and published is, on and after the effective date, deemed to have been established pursuant to paragraphs (1) through (4) of that Article and published pursuant to paragraph (5) of that Article.
政府は、施行日前においても、第二条の規定による改正後の外国人の育成就労の適正な実施及び育成就労外国人の保護に関する法律（平成二十八年法律第八十九号。以下「育成就労法」という。）第七条第一項から第五項までの規定の例により、同条第一項に規定する基本方針（以下この条において「基本方針」という。）を定め、公表することができる。この場合において、その定められ、公表された基本方針は、施行日以後は、同項から同条第四項までの規定により定められ、同条第五項の規定により公表されたものとみなす。
If a basic policy has been established pursuant to the first sentence of the preceding paragraph, the competent ministers may, even before the effective date, deeming that basic policy to be the basic policy established pursuant to the provisions of Article 7, paragraphs (1) through (4) of This Act as Amended by Act No. 60 of 2024, establish and publish the field-specific operation policy prescribed in paragraph (1) of Article 7-2 of This Act as Amended by Act No. 60 of 2024 (hereinafter referred to as the "field-specific operation policy" in this paragraph), in the same manner as under the provisions of paragraphs (1) through (5) of that Article. In this case, the field-specific operation policy so established and published is, on and after the effective date, deemed to have been established pursuant to paragraphs (1) through (4) of that Article and published pursuant to paragraph (5) of that Article.
主務大臣は、前項前段の規定により基本方針が定められた場合には、施行日前においても、当該基本方針を育成就労法第七条第一項から第四項までの規定により定められた基本方針とみなして、育成就労法第七条の二第一項から第五項までの規定の例により、同条第一項に規定する分野別運用方針（以下この項において「分野別運用方針」という。）を定め、公表することができる。この場合において、その定められ、公表された分野別運用方針は、施行日以後は、同項から同条第四項までの規定により定められ、同条第五項の規定により公表されたものとみなす。
