Technical intern training must be developed for the proper acquisition of, increase in the proficiency of, or attainment of the proficiency of (hereinafter referred to as "acquisition") the skills, etc., and conducted in an environment with a system in place to protect technical intern trainees, in order to allow the trainees to concentrate on technical intern training.
Technical intern training must not be used as a way to cover labor supply and demand.
