This Act comes into effect as of October 1, 1974, and applies to the tax for promotion of power-resources development on electricity sold for which the right to receive payment of the charges becomes fixed on or after November 1 of the same year and on the electricity prescribed in Article 7, paragraph (1), item (ii) that is measured under paragraph (2) of that Article on or after that day.
