Except in the case where these Supplementary Provisions provide otherwise, the provisions as amended by this Act also apply to dispositions by administrative agencies made before this Act comes into effect, inaction by administrative agencies with regard to applications filed before this Act comes into effect, and other matters that arose before this Act comes into effect; provided, however, that this does not preclude the effect that arose under the provisions prior to the amendment by this Act.
