The conditions as provided for in the preceding paragraph are to be limited to the minimum degree necessary in light of the purpose of the license to supervise or necessary to ensure the reliable implementation of matters relating to the license to supervise, and must not impose undue obligations on the person that is to receive the license to supervise.
