第二章 基本方針等
第五条（基本方針）
The government must establish a basic policy on the promotion of women's active engagement in professional life (hereinafter referred to as the "basic policy"), in accordance with the fundamental principles in order to comprehensively and integrally implement measures for the promotion of women's active engagement in professional life.
政府は、基本原則にのっとり、女性の職業生活における活躍の推進に関する施策を総合的かつ一体的に実施するため、女性の職業生活における活躍の推進に関する基本方針（以下「基本方針」という。）を定めなければならない。
The basic policy is to prescribe the following:
基本方針においては、次に掲げる事項を定めるものとする。
a basic course of action on promoting women's active engagement in professional life;
女性の職業生活における活躍の推進に関する基本的な方向
basic particulars concerning initiatives to be taken by employers for the promotion of women's active engagement in professional life;
事業主が実施すべき女性の職業生活における活躍の推進に関する取組に関する基本的な事項
following particulars concerning measures for the promotion of women's active engagement in professional life:
女性の職業生活における活躍の推進に関する施策に関する次に掲げる事項
particulars concerning support measures for the promotion of women's active engagement in professional life;
女性の職業生活における活躍を推進するための支援措置に関する事項
particulars concerning the maintenance of the environment necessary to create a balance between professional and personal life;
職業生活と家庭生活との両立を図るために必要な環境の整備に関する事項
particulars concerning measures necessary to promote the resolution of problems arising from words and conduct in the workplace that harm the working environment;
職場において行われる就業環境を害する言動に起因する問題の解決を促進するために必要な措置に関する事項
other important particulars concerning measures for the promotion of women's active engagement in professional life;
その他女性の職業生活における活躍の推進に関する施策に関する重要事項
particulars necessary for the promotion of women's active engagement in professional life beyond what is set forth in the preceding three items.
前三号に掲げるもののほか、女性の職業生活における活躍を推進するために必要な事項
The Prime Minister must prepare a draft of the basic policy and call for a cabinet decision on the policy.
内閣総理大臣は、基本方針の案を作成し、閣議の決定を求めなければならない。
The Prime Minister must disclose the basic policy to the public without delay, when a cabinet decision is made pursuant to the provisions of the preceding paragraph.
The provisions of the preceding two paragraphs apply mutatis mutandis when altering the basic policy.
Article 6Prefectural Promotion Plans
第六条（都道府県推進計画等）
Taking into consideration the basic policy, prefectures are to endeavor to establish plans with regard to measures for the promotion of women's active engagement in professional life within the relevant prefectural areas (hereinafter referred to as a "prefectural promotion plan" in this Article).
都道府県は、基本方針を勘案して、当該都道府県の区域内における女性の職業生活における活躍の推進に関する施策についての計画（以下この条において「都道府県推進計画」という。）を定めるよう努めるものとする。
Taking into consideration the basic policy (when a prefectural promotion plan has been established, both the basic policy and the prefectural promotion plan), municipalities are to endeavor to establish plans with regard to measures for the promotion of women's active engagement in professional life within the relevant municipal areas (referred to as a "municipal promotion plan" in the following paragraph).
市町村は、基本方針（都道府県推進計画が定められているときは、基本方針及び都道府県推進計画）を勘案して、当該市町村の区域内における女性の職業生活における活躍の推進に関する施策についての計画（次項において「市町村推進計画」という。）を定めるよう努めるものとする。
When a prefecture or a municipality has established or modified its prefectural promotion plan or its municipal promotion plan, the prefecture or municipality must publicize this without delay.
