an application for the issuance of a certificate pursuant to the provisions of Article 7-2, paragraph (1) of the Former Immigration Control Act, filed by a foreign national who seeks to engage in former Technical Intern Training (i) activities in Japan (limited to a person who seeks to land in Japan by the day on which 3 months have elapsed from the Effective Date), for which no disposition as to whether to issue the certificate has been made at the time this Act comes into effect.
