Supplementary Provisions, Article 16, paragraph (3)

第三項

If an application under paragraph (1) has been filed, the Minister of Justice is to have an immigration inspector issue a residence card to that mid- to long-term resident.

法務大臣は、第一項の規定による申請があった場合には、入国審査官に、当該中長期在留者に対し、在留カードを交付させるものとする。

The immigration official provided for in Article 61-3, who examines people landing in Japan and cases for deportation, among other duties.

中長期在留者（ちゅうちょうきざいりゅうしゃ）
A foreign national residing in Japan with a status of residence who is issued a residence card: everyone except those granted a stay of three months or less, Temporary Visitors, holders of Diplomat or Official status, and others specified by Ministry of Justice Order.
