④The government is to, promptly after the promulgation of this Act, in view of the fact that the wages of persons engaged in services relating to long-term care or disability welfare (hereinafter in this paragraph referred to as "long-term care and disability welfare workers") are at a lower level than those of persons engaged in businesses belonging to other industries, that the work in which long-term care and disability welfare workers engage places a heavy physical and mental burden on them, and that securing excellent human resources to provide services relating to long-term care or disability welfare contributes to improving the level of services for Persons Requiring Long-Term Care, etc. (meaning Persons Requiring Long-Term Care, etc. prescribed in Article 7, paragraph (5) of the Long-Term Care Insurance Act) and for persons with disabilities and children with disabilities, examine ensuring the appropriate treatment of long-term care and disability welfare workers, taking into account the condition of their treatment, etc., in order to secure human resources among long-term care and disability welfare workers while reducing the burden on the people, including the insurance premium burden on the working generation, and flexibly take required measures based on the results.
