If the Minister of Health, Labour and Welfare gives recommendations under the provisions of paragraph (1) of the preceding Article to an employer who has violated the provisions of Articles 5 through 7, Article 9, paragraphs (1) through (3), Article 11, paragraphs (1) and (2), Article 13, paragraphs (1) and (2), Article 15, paragraphs (1) and (2), Article 17, Article 18, paragraph (1), Article 23, paragraph (2), and Article 24, paragraph (2), and the employer fails to comply with the recommendations, the Minister may make a public announcement of the violation.
