Article 1Purpose

第一条（目的）

The purpose of this Act is to ensure fairness in transactions between entrusting business operators and small and medium-sized entrusted business operators and to protect the interests of small and medium-sized entrusted business operators, by preventing delays, etc. in the payment of the price to small and medium-sized entrusted business operators, related to manufacturing consignment, etc., thereby contributing to the sound development of the national economy.

この法律は、製造委託等に関し、中小受託事業者に対する代金の支払の遅延等を防止することによつて、委託事業者の中小受託事業者に対する取引を公正にするとともに、中小受託事業者の利益を保護し、もつて国民経済の健全な発達に寄与することを目的とする。

Any of the five kinds of entrusting this Act covers: manufacturing consignment (製造委託), repair consignment (修理委託), information-based product creation consignment (情報成果物作成委託), service contract (役務提供委託) and specific transportation consignment (特定運送委託).

entrusting business operator
委託事業者（いたくじぎょうしゃ）
A business corporation (法人) that makes a manufacturing consignment, etc. (製造委託等) to an individual or to a smaller business, in one of the six cases Article 2, paragraph (8) lists by the size of each side — its capital or its number of regular employees — and the kind of work; the State is left out of the cases measured by employees, and the bodies set out in Article 14 of the Act on Prevention of Delay in Payment under Government Contracts, etc. are left out of all six.

small and medium-sized entrusted business operator
中小受託事業者（ちゅうしょうじゅたくじぎょうしゃ）
A business that receives a manufacturing consignment, etc. (製造委託等) from an entrusting business operator (委託事業者) and is smaller than it in one of the six ways Article 2, paragraph (9) lists: an individual, or a corporation (法人) whose capital is 300 million, 50 million or 10 million yen or less, or whose regular employees number 300 or 100 or fewer, matched to the size of the entrusting operator and the kind of work entrusted.
