第二十七条
Before the Effective Date, a special permanent resident who resides in Japan and has been registered under Article 4, paragraph (1) of the Former Alien Registration Act may, during the period from the date provided for in Article 1, item (iv) of the Supplementary Provisions through the day before the Effective Date, apply to the Minister of Justice for the issuance of a special permanent resident certificate, via the mayor of the municipality in which the place of residence is situated, by the procedures provided for by Ministry of Justice Order.
施行日前に、本邦に在留する特別永住者であって、旧外国人登録法第四条第一項の規定による登録を受けているものは、附則第一条第四号に定める日から施行日の前日までの間に、法務省令で定める手続により、居住地の市町村の長を経由して、法務大臣に対し、特別永住者証明書の交付を申請することができる。
An application under the preceding paragraph must be made in person at the office of the municipality in which the place of residence is situated.
前項の規定による申請は、居住地の市町村の事務所に自ら出頭して行わなければならない。
The provisions of Article 13, paragraphs (3) and (4) of the Supplementary Provisions apply mutatis mutandis to the procedures for an application under paragraph (1).
附則第十三条第三項及び第四項の規定は、第一項の規定による申請の手続について準用する。
If a special permanent resident prescribed in paragraph (1) has filed an application under Article 6, paragraph (1), Article 6-2, paragraph (1) or (2), or Article 11, paragraph (1) of the Former Alien Registration Act during the period from one month before the Effective Date through the day before the Effective Date, that person is deemed to have filed an application under paragraph (1) at that time.
On or after the Effective Date, if a special permanent resident who has filed an application under paragraph (1) resides in Japan as a special permanent resident, the Minister of Justice is to promptly issue a special permanent resident certificate to that person, via the mayor of the municipality in which the place of residence is situated.
法務大臣は、施行日以後、第一項の規定による申請をした特別永住者が特別永住者として本邦に在留するときは、速やかに、居住地の市町村の長を経由して、その者に対し、特別永住者証明書を交付するものとする。
