the provision in Article 1 amending Article 53, paragraph (3) of the Immigration Control Act (limited to the part pertaining to item (iii) of that paragraph): the date on which the International Convention for the Protection of All Persons from Enforced Disappearances enters into force with respect to Japan, or the date of promulgation of this Act, whichever is later.
