第二項
Unless otherwise provided for in these Supplementary Provisions, the provisions as amended by this Act also apply to matters that arose before this Act comes into effect; provided, however, that this does not preclude the effect that has arisen under the provisions prior to amendment by this Act.
この法律による改正後の規定は、この附則に特別の定めがある場合を除き、この法律の施行前に生じた事項にも適用する。ただし、この法律による改正前の規定によつて生じた効力を妨げない。
