第二項経過措置の原則
The provisions of this Act (excluding penal provisions) also apply to matters that arose before this Act comes into effect, except as otherwise provided by other Acts.
この法律の規定（罰則を除く。）は、他の法律に特別の定めがある場合を除き、この法律の施行前に生じた事項にも適用する。
