Supplementary Provisions, Article 1, paragraph (1)
第一項
This Act comes into effect on January 1, 1991; provided, however, that the provisions set forth in the following items come into effect on the dates specified in those items:
この法律は、平成三年一月一日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。

the provisions of Article 2 (excluding those set forth in the preceding item), the provisions of Articles 4 and 6, the provisions in Article 9 amending Articles 13, 17, and 20 of the Social Welfare Service Act, and the provisions of Article 10, and the provisions of Articles 7, 11, and 23 of the Supplementary Provisions, the provisions in Article 24 of the Supplementary Provisions amending Articles 23 and 292 of the Local Tax Act, and the provisions of Articles 28, 31, 32, and 36 of the Supplementary Provisions: April 1, 1993.
