when the person issues bonds in violation of the provisions of Article 702 or fails to specify a bond administrator or assistant bond administrator to succeed to the administration of the bonds in violation of the provisions of Article 714, paragraph (1) (including the cases where it is applied mutatis mutandis pursuant to Article 714-7);
