**第一項**  この法律は、公布の日から起算して三年を超えない範囲内において政令で定める日から施行する。ただし、第一条中出入国管理及び難民認定法（以下「入管法」という。）第二条の三の改正規定、入管法第二条の四の改正規定及び入管法第六十九条の二第一項ただし書の改正規定並びに次条から附則第五条まで並びに附則第十五条、第二十三条及び第二十四条第四項の規定は、公布の日から施行する。

This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding 3 years from the date of promulgation; provided, however, that the provision in Article 1 amending Article 2-3 of the Immigration Control and Refugee Recognition Act (hereinafter referred to as the "Immigration Control Act"), the provision amending Article 2-4 of the Immigration Control Act and the provision amending the proviso to Article 69-2, paragraph (1) of the Immigration Control Act, and the provisions of the following Article through Article 5 of the Supplementary Provisions and Article 15, Article 23 and Article 24, paragraph (4) of the Supplementary Provisions come into effect as of the date of promulgation.

**第一項**  政府は、施行日前においても、第二条の規定による改正後の外国人の育成就労の適正な実施及び育成就労外国人の保護に関する法律（平成二十八年法律第八十九号。以下「育成就労法」という。）第七条第一項から第五項までの規定の例により、同条第一項に規定する基本方針（以下この条において「基本方針」という。）を定め、公表することができる。この場合において、その定められ、公表された基本方針は、施行日以後は、同項から同条第四項までの規定により定められ、同条第五項の規定により公表されたものとみなす。

The government may, even before the effective date, in the same manner as under the provisions of Article 7, paragraphs (1) through (5) of the Act on Proper Implementation of Employment for Skill Development and Protection of Skill Development Employees (Act No. 89 of 2016) as amended by the provisions of Article 2 (hereinafter referred to as "This Act as Amended by Act No. 60 of 2024"), establish and publish the basic policy prescribed in paragraph (1) of that Article (hereinafter referred to as the "basic policy" in this Article). In this case, the basic policy so established and published is, on and after the effective date, deemed to have been established pursuant to paragraphs (1) through (4) of that Article and published pursuant to paragraph (5) of that Article.

In the case where, pursuant to paragraphs (2), (4) and (5), the Organization for Technical Intern Training conducts, in the same manner as under the provisions of Article 12 or Article 24 of This Act as Amended by Act No. 60 of 2024, the operations set forth in Article 87, paragraph (1), item (i), (c), (e) and (f) and item (vi) of This Act as Amended by Act No. 60 of 2024 (in the case of the operations set forth in item (vi) of that paragraph, limited to those pertaining to the operations set forth in item (i), (c), (e) and (f) of that paragraph), no stamp tax is imposed on documents pertaining to those operations that are prepared by the Organization for Technical Intern Training.

**第一項**  この法律の施行の際現に旧入管法別表第一の二の表の技能実習の在留資格をもって本邦に在留する者並びに次項（第三号に係る部分に限る。）及び第四項の規定によりなお従前の例によることとされる場合における旧入管法第三章第一節又は第二節の規定による上陸許可の証印又は許可（在留資格の決定を伴うものに限る。）を受けて在留する者の在留資格及び在留期間については、なお従前の例による。
