### 第一条（施行期日） — Effective Date

**第一項**  附則第一条第四号に掲げる規定の施行の日（以下「一部施行日」という。）前に第二条の規定による改正前の道路運送車両法（以下「旧道路運送車両法」という。）の規定による新規登録を受けた自動車の所有者は、一部施行日以後初めて同条の規定による改正後の道路運送車両法（以下「新道路運送車両法」という。）の規定による変更登録、移転登録、永久抹消登録、輸出抹消仮登録又は一時抹消登録の申請をする場合（第三項の電子情報処理組織を使用して申請をする場合を除く。）に限り、新道路運送車両法第十八条の三第一項の規定にかかわらず、登録識別情報を提供することを要しない。
