**第一項**  この法律の規定に基づき政令又は国土交通省令を制定し、又は改廃する場合においては、それぞれ、政令又は国土交通省令で、その制定又は改廃に伴い合理的に必要と判断される範囲内において、所要の経過措置（罰則に関する経過措置を含む。）を定めることができる。

In the case of establishing, amending or abolishing a Cabinet Order or an Order of the Ministry of Land, Infrastructure, Transport and Tourism pursuant to the provisions of this Act, necessary transitional measures (including transitional measures concerning penal provisions) may be provided for by the Cabinet Order or the Order of the Ministry of Land, Infrastructure, Transport and Tourism, respectively, within the extent judged reasonably necessary in connection with that establishment, amendment or abolition.
