**第一項** 新法第九十条第一項及び第百三条第二項（同項第二号に係る部分に限る。）の規定の適用については、自動車及び原動機付自転車の運転に関し旧法若しくは旧令の規定又はこれらの規定に基づく処分に違反した者は、新法の相当規定又はこれに基づく処分にそれぞれ違反した者とみなす。

To apply Article 90, paragraph (1) and Article 103, paragraph (2) (but only the part with a bearing on item (ii) of that paragraph) of the New Act, a person violating the Former Act, the Former Order, or a measure based on either of these in driving a motor vehicle or a motorized bicycle is deemed to be a person violating the corresponding provisions of the New Act or a measure based on those provisions.
