**第一項**  第一条の規定による改正後の国民年金法施行令第四条の五第一項の規定は、この政令の施行の日（以下「施行日」という。）の前日において、七十歳に達していない者（六十五歳に達した日後に老齢基礎年金の受給権を取得した場合にあっては、当該受給権を取得した日から起算して五年を経過していない者）について適用する。
