**第一項**  この法律に基いて発する命令は、その草案について、公聴会で労働者を代表する者、使用者を代表する者及び公益を代表する者の意見を聴いて、これを制定する。

Any order issued based on this Act is established after hearing the opinions of worker representatives, employer representatives, and representatives of the public interest, regarding the draft of the order at a public hearing.
