**第一項** この法律の施行の日（以下「施行日」という。）前に帳簿閉鎖がされた帳簿及びその関係書類については、施行日において当該帳簿閉鎖の時から一年を経過していないものに限り、改正後の社会保険労務士法（以下「新法」という。）第十九条第二項の規定を適用する。
