**第一項**  雇用保険法及び労働保険の保険料の徴収等に関する法律の一部を改正する法律（次条第一項及び第三項において「改正法」という。）附則第二条第三項の労働省令で定める日は、平成四年三月三十一日（この省令の施行の日（以下「施行日」という。）以後に離職したことにより雇用保険法第十四条第三項第一号に規定する受給資格、同法第三十七条の三第二項に規定する高年齢受給資格又は同法第三十九条第二項に規定する特例受給資格を取得し、かつ、平成四年三月三十一日前に当該受給資格、高年齢受給資格又は特例受給資格に基づいて改正後の雇用保険法施行規則（以下「新規則」という。）第十九条第二項の受給資格者証、新規則第六十五条の四の高年齢受給資格者証又は新規則第六十八条の特例受給資格者証の交付を受けたときは、当該交付を受けた日）とする。
