**第一項**  この法律に特別の規定があるものを除くほか、この法律の実施のための手続その他その執行について必要な細則は、厚生労働省令又は主務省令で定める。

Except as otherwise provided for in this Act, Order of the Ministry of Health, Labour and Welfare, or order of the competent ministry prescribes the procedures for implementing this Act and other necessary detailed rules regarding its enforcement.
