**第一項**  この法律の適用については、特別区は、市とみなす。

**第一項**  内閣総理大臣及び各省大臣は、防災に従事した者で、防災に関し著しい功労があると認められるものに対し、それぞれ内閣府令、デジタル庁令、防災庁令又は省令で定めるところにより、表彰を行うことができる。
