**第一項**  国及び地方公共団体は、その施策が、直接的なものであると間接的なものであるとを問わず、一体として国土並びに国民の生命、身体及び財産の災害をなくすることに寄与することとなるように意を用いなければならない。

The State and local governments must exercise care so that all measures which they will carry out will contribute to preventing disasters which harms the national land and the lives, bodies, and properties of the citizens, both directly and indirectly.
