**第一項**  同一の児童について、父及び母のいずれもが手当の支給要件に該当するとき、又は父及び養育者のいずれもが手当の支給要件に該当するときは、当該父に対する手当は、当該児童については、支給しない。

When, for the same child, both the father and the mother fall under the requirements for payment of the allowance, or both the father and a person raising the child fall under the requirements for payment of the allowance, the allowance for that father is not paid for that child.
