**第一項** 昭和六十一年五月三十一日において次条の規定による改正前の行政改革を推進するため当面講ずべき措置の一環としての国の補助金等の縮減その他の臨時の特例措置に関する法律（昭和五十六年法律第九十三号。以下この条において「旧行革関連特例法」という。）第十一条第一項の給付の支給要件に該当し、かつ、同条第二項において準用する旧法第七条第一項（旧行革関連特例法第十一条第二項において準用する旧法第十七条第一項の規定により読み替えられる場合を含む。）の認定を受けていた者が、同年六月一日において新法附則第六条第一項の給付の支給要件に該当するときは、同日において同条第二項において準用する新法第七条第一項（新法附則第六条第二項において準用する新法第十七条第一項の規定により読み替えられる場合を含む。）の規定による認定の請求があつたものとみなし、その者に対する当該給付の支給は、新法附則第六条第二項において準用する新法第八条第二項の規定にかかわらず、同月から始める。

If a person who, on May 31, 1986, met the requirements for payment of the benefit under Article 11, paragraph (1) of the Act on Reduction of State Subsidies and Other Temporary Special Measures, as Part of Measures to be Urgently Implemented for Advancement of Administrative Reform (Act No. 93 of 1981; hereinafter referred to in this Article as the "Former Administrative Reform Special Measures Act") prior to amendment by the provisions of the following Article, and had received certification under Article 7, paragraph (1) of the Former Act as applied mutatis mutandis pursuant to paragraph (2) of that Article (including as read pursuant to Article 17, paragraph (1) of the Former Act as applied mutatis mutandis pursuant to Article 11, paragraph (2) of the Former Administrative Reform Special Measures Act), meets on June 1 of that year the requirements for payment of the benefit under Article 6, paragraph (1) of the Supplementary Provisions of the New Act, a claim for certification under Article 7, paragraph (1) of the New Act as applied mutatis mutandis pursuant to Article 6, paragraph (2) of the Supplementary Provisions of the New Act (including as read pursuant to Article 17, paragraph (1) of the New Act as applied mutatis mutandis pursuant to Article 6, paragraph (2) of the Supplementary Provisions of the New Act) is deemed to have been made on that day, and payment of that benefit to that person is to begin in that month, notwithstanding Article 8, paragraph (2) of the New Act as applied mutatis mutandis pursuant to Article 6, paragraph (2) of the Supplementary Provisions of the New Act.
