**第一項**  第一種大麻草採取栽培者になろうとする者は、厚生労働省令で定めるところにより、栽培地の属する都道府県の知事（以下「都道府県知事」という。）の免許（以下この章において単に「免許」という。）を受けなければならない。

A person who intends to become a type 1 Cannabis plant harvesting cultivator must, pursuant to Order of the Ministry of Health, Labour and Welfare, obtain a license (hereinafter in this Chapter simply referred to as a "license") from the governor of the prefecture to which the cultivation area belongs (hereinafter referred to as the "prefectural governor").
