**第一項**  この法律は、平成九年四月一日から施行する。ただし、次条第一項及び第二項、附則第三条第九項及び第十項、附則第九条第七項及び第八項、附則第十条第二項及び第三項並びに附則第十一条の規定は、公布の日から施行する。

This Act comes into effect as of April 1, 1997;provided, however, that the provisions of paragraph (1) and paragraph (2) of the following Article, Article 3, paragraphs (9) and (10), Article 9, paragraphs (7) and (8), Article 10, paragraphs (2) and (3), and Article 11 of the Supplementary Provisions come into effect as of the date of its promulgation.
