**第一項**  国及び地方公共団体は、配偶者からの暴力の防止及び被害者の保護に資するため、加害者の更生のための指導の方法、被害者の心身の健康を回復させるための方法等に関する調査研究の推進並びに被害者の保護に係る人材の養成及び資質の向上に努めるものとする。

In order to contribute to the prevention of spousal violence and the protection of victims, the national government and local public entities are to endeavor to promote research and study concerning methods, etc. for guidance for the rehabilitation of perpetrators and for the restoration of the physical and psychological health of victims, as well as to foster and enhance the qualifications of personnel related to the protection of victims.
