**第一項**  主務大臣は、中小企業等の経営強化に関する基本方針（以下「基本方針」という。）を定めなければならない。

**第三項**  主務大臣は、基本方針を定め、又はこれを変更しようとするときは、あらかじめ、関係行政機関の長に協議するとともに、中小企業政策審議会及び産業構造審議会の意見を聴かなければならない。ただし、主務省令で定める軽微な変更については、この限りでない。

When the competent ministers intend to establish or change the basic policy, they must in advance consult with the heads of the relevant administrative organs and hear the opinions of the Small and Medium-sized Enterprise Policy Council and the Industrial Structure Council; provided, however, that this does not apply to a minor change specified by order of the competent ministry.

**第四項**  主務大臣は、基本方針を定め、又はこれを変更したときは、遅滞なく、これを公表しなければならない。
