**第一項**  国土交通大臣は、第九十六条の二の規定により登録を申請した者が電子計算機及び情報処理業務に必要なプログラムを有するものであるときは、その登録をしなければならない。この場合において、登録に関して必要な手続は、国土交通省令で定める。

If a person who has applied for registration pursuant to Article 96-2 has computers and the programs necessary for information processing services, the Minister of Land, Infrastructure, Transport and Tourism must grant the registration.
