When a designated motor vehicle maintenance business operator has inspected a motor vehicle (excluding light motor vehicles exempt from inspection and special small motor vehicles) in accordance with the technical standards prescribed by Order of the Ministry of Land, Infrastructure, Transport and Tourism, has performed the necessary maintenance on the parts of that motor vehicle that are at risk of ceasing to conform to the safety standards and the parts that do not conform, and a motor vehicle inspector has certified that the motor vehicle conforms to the safety standards, the operator must, upon request, issue to the client a safety standards conformity certificate and a safety standards conformity mark (in the case of a motor vehicle that has received temporary cancellation of registration based on an application under Article 16, paragraph (1), and a light motor vehicle subject to inspection or two-wheeled small-sized motor vehicle that has received issuance of a certificate of surrender of motor vehicle inspection certificate under Article 69, paragraph (4), a safety standards conformity certificate). However, for a motor vehicle that is to undergo an extraordinary inspection under Article 63, paragraph (2), the operator must not issue these unless the motor vehicle has undergone the extraordinary inspection.
